The 5th Biannual Meeting of Member States in Charge of Education/Higher Education on the Implementation of the Djibouti Declaration on Education for Refugees, Returnees and Host Communities

The objectives of the meeting included: Assessing the progress and status of Djibouti Declaration (DD) and Plan of Action in next 2-5 years; sharing national education response plans of member states; identifying challenges and funding and generating recommendations for the 3rd Conference of IGAD education ministers scheduled for December, 2019.
Addis Ababa, Ethiopia 4-6 July 2019 : The Intergovernmental Authority on Development (IGAD) organized the aforementioned meeting.It brought together participants from UNICEF (Ethiopia) , UNHCR (Geneva and Kenya), IOM, Islamic Development Bank (ISDB), Education Cannot Wait (ECW), UNESCO, GIZ, GESCI, GPE, European Union, GIZ and Countries' representatives from Kenya , Somalia, South Sudan, Sudan, Uganda, Djibouti and Ethiopia. Madam Fathia Alwan, Director of Social Sector, IGAD opened the meeting with a short introduction and welcomed the financial support from GIZ and EU for the meeting.GIZ provides support for the Djibouti Declaration (DD) and TVET for refugees. UNHCR also supported the initiatives of the DD and its the Global Compact on Refugees in 2018. There is an international follow-up of this Compact known as the Global Refugee Forum co-hosted by Switerland, Turkey, Germany, Ethiopia and Costa Rica planned for 17-18th December.IGAD’s DD will be presented there. Its an opportunity to raise funds for refugees and returnees. The European Union announced that it has recently launched its new policy framework on refugees and reflects the thinking of EU’s operational committee and its  Trust Fund (1.4billion Euros) which is looking at increased investment in this area, particularly in Djibouti, and S.Sudan. Their investment is looking at increasing their support to skills development, particularly in the Horn of Africa. The EU is committed to the process of IGAD’s Declaration on Education. They are initiating further work to support this process, by mapping out the finances provided to IGAD members on education for refugees. They are keen to work out the next steps in supporting member states in putting into action the Nairobi Declaration. Notably they mentioned the importance of disaggregated data on refugees and returnees. The ECW is the only global fund for education in emergencies, focused on inclusive education for refugees. The DD and Call for Action for predictable multi-year actions in education – Uganda, S.Sudan, Sudan and Ethiopia national costed plans. GESCI presented its Digital Schools of Distinction model which has been implemented in three African Countries namely: Kenya, Tanzania and Cote d'Ivoire and can be adopted for the refugee camps.
