Country Selection
GeSCI's work so far has made clear the need for both GeSCI and propective MoE partners to carefully consider the parameters in which they can work if their combined efforts are to yield desired outcomes.
Above all GeSCI is a demand-driven organisation and will always prioritise countries that request its services. Availability of funding from donors at the country level is also a major determining criterion for country engagement. In addition, GeSCI will prioritise engagements that take precendence with our donors, both new and current. GeSCI aims to ensure that any partnership entered into is transparent, unambiguous, and focused on poverty reduction, and in particular the EFA and MDG goals, and coordinated with other initiatives and organisations.
Selection Criteria
Focus on developing and least developed countries (with a focus on SSA)
- Alignment with poverty reduction strategies and sector-wide approaches
- Stability of political environment and functioning of government and legal systems
- Demand from and commitment of the government and Ministry of Education
- Availabity of funding (jointly-funded programme)
- Readiness of country -- infrastructure, regulations, etc.
- Alignment with major bi-lateral and multilateral donor organizations as well as multi-national private and NGO organisations' priority countries
Selection Process
The process whereby GeSCI and an MoE enter into a partnership can take up to 4 months from the point of initial request for assistance. GeSCI takes this process very seriously as both parties must thoroughly vet one another before committing to a partnership. The main steps are outlined below in brief.
